Director

Troy is an experienced civil and geotechnical engineer with a strong track record in strategic project advisory, land development and infrastructure delivery.  Troy brings deep technical expertise across the full project lifecycle—from early-stage feasibility and acquisition through to detailed design, approvals and contract administration.    Troy has played a key role in numerous major urban development projects across Western Australia, with a particular strength in feasibility due diligence, site acquisition, servicing and cost advice and development strategy. His ability to identify opportunities early in the development cycle enables clients to make informed investment decisions and capitalise on sound project outcomes.  Troy is a Consult Australia committee member and represents the Consulting community on the Water Corporation’s Urban Development Advisory Committee (UDAC), helping to shape infrastructure planning and policy outcomes.  Areas of expertise  Troy has a strong interest in technology, sustainability, innovation and environmental responsibility.  He also has a sound knowledge of geotechnical engineering, dewatering and land lease communities.    What I enjoy about working at Cossill & Webley   Developing and expanding on productivity initiatives as well as customised software tools that leverages technology and our access to big data to optimise tasks and improve the quality of our project management.

With over 25 years of experience in urban development, Mark brings comprehensive industry knowledge and deep cross-disciplinary expertise to large-scale property projects. Avril is a highly experienced civil engineer with over 25 years delivering urban development and infrastructure projects across Western Australia. Her expertise spans the full project lifecycle, from strategic land use planning and feasibility through to detailed design and project delivery across residential, commercial and industrial developments.  Avril specialises in bridging the gap between planning and engineering, working closely with developers, planners and project teams to deliver practical, commercially sound and sustainable outcomes. She brings a strong understanding of developer needs and consistently provides clear, solutions-focused advice that supports efficient approvals and successful project delivery.  Throughout her career, Avril has developed a deep appreciation for the role the industry plays in shaping communities that influence how people live, work and play for generations. Nathan Butson WA

Nathan has thirty years of experience in the urban development industry, including extensive experience as a consulting engineer as well as working as a project manager for property companies. Having worked on the client side, Nathan is able to combine his knowledge and appreciation of a client’s requirements and expectations with his technical civil engineering experience. Nathan has a comprehensive knowledge of the property development industry and a thorough understanding of the other consulting disciplines required to run large development projects to ensure the best outcome for the client. Nathan has previously been a Councillor of UDIA(WA) and Vice-Chair of the UDIA Infrastructure Committee.   Areas of expertise   Engineering inputs into the delivery of award-winning residential and industrial land development projects. Brock Jeffery-Monck VIC

Brock started in the Perth office in 2014, before relocating to Melbourne in 2016. Since relocating to Melbourne, Brock has supported the growth of the local business to over 35 engineering staff.   Brock has assisted clients with numerous development acquisitions and has managed projects from planning through to design and construction. He has extensive experience in providing strategic engineering inputs during structure planning and rezoning, and endeavours to create value for clients throughout the full project life cycle.  Areas of expertise Engineering inputs into feasibility studies and development cost estimates, strategic engineering inputs during rezoning and structure planning, project management, collaboration with fellow consultants and protecting client’s commercial interests.  What I enjoy about working at Cossill & Webley Working in a collaborative environment with people I enjoy spending time with inside and outside of work. Dale Slieker WA

Dale has 25 years of experience in the design and project management of Civil Engineering works for urban development, water and wastewater headworks assets and infrastructure projects. Dale has been involved in projects requiring the upgrading of transport, sewerage and water infrastructure. Dale is a current member of the UDIA Infrastructure Committee.  Areas of expertise Delivery of masterplanned projects from design through construction with expertise in Envirodevelopment and Greenstar requirements and implementation of sustainable design solutions. Design and delivery of critical water and wastewater enabling infrastructure including wastewater pumping stations, pressure mains and distribution watermains.   What I enjoy about working at Cossill & Webley Working with highly motivated people, the teamwork involved in delivering projects, training of young professionals and guiding their career development. Kai Lorrimar VIC

Kai has over fifteen years’ experience in the design and project management of civil engineering works for urban development projects. Kai started with Cossill & Webley in the Perth office in 2010 before relocating to Melbourne in 2016. Kai has led Cossill & Webley’s involvement across several masterplanned residential communities, working closely with the client and consultant team to unlock project value through early-stage infrastructure planning and design. He has built a strong track record in navigating complex authority approvals and servicing negotiations to drive great project outcomes.  Areas of expertise  Assisting clients with land acquisitions, development of road, drainage and services design for residential land development projects. Practical project management skills include team management, client liaison, contractor management, cost control, cost estimation, design reviews and the development of lump-sum civil works contracts.  What I enjoy about working at Cossill & Webley  I enjoy working in land development, as I get to work with people from a range of disciplines, from acquisition managers to town planners, hydrologists and contractors. Ray has over 35 years of experience in the design and construction of civil engineering works for projects in Perth, Melbourne, Geelong, and Brisbane including residential, commercial and industrial subdivisions and water-based, recreational and tourism developments.   Areas of expertise   Providing advice to clients in relation to potential development costs, feasibility studies, engineering inputs to structure planning, design and documentation, contract administration, construction superintendence and project management for earthworks, roads, drainage, sewerage, water supply, canal, marine works and public utility services.   What I enjoy about working at Cossill & Webley   One of the most rewarding aspects has been seeing it grow from its early days into the successful organisation it is today. I have enjoyed contributing to that journey, working alongside talented people, building lasting client relationships, and helping shape developments that have made a meaningful impact on our communities.

David Sim WA / VIC

David is a senior business leader with strong strategic, commercial and operational capability, developed across three decades as a consultant, including more than a decade leading high-performing business units and multi-disciplinary consulting teams. David is driving Cossill & Webley’s strategic initiatives, while overseeing our commercial operations and commitments to sustainability and innovation.  Areas of Expertise  David has multi-sector experience, including thirty years working across land development and major infrastructure (transport and utilities) projects, as a lead environmental consultant, strategic advisor, project director and design team member. His specialisation has been in coordinating the delivery of complex environmental work packages, both terrestrial and nearshore. Luke has 18 years of experience in the design and project management of civil engineering works for urban development projects. His expertise spans road, drainage and services design across residential and industrial land developments, encompassing feasibility analysis, contract administration and construction superintendence.  Areas of expertise  Luke brings end-to-end capability to masterplanned projects, guiding them from early-stage feasibility and planning through to detailed design, contract administration and construction delivery. Theo brings 18 years of experience in urban development, including 15 years at Cossill & Webley. His MBA adds a commercial perspective to his engineering background, with a particular interest in the strategy and economics of a project. Travis Luff WA

Travis started with Cossill & Webley as a civil engineer in 2010 and has been involved in an extensive range of projects across Western Australia. These projects range from both large and small scale residential developments within the Perth metro area to key industrial developments and regional projects throughout WA.  Through these developments Travis has gained a detailed knowledge of our client’s requirements and expectations across the land development and infrastructure industry.  Areas of expertise  Assisting clients with all aspects of land development from providing advice during initial feasibility investigations to day-to-day project management and delivery of projects. Travis has a detailed knowledge of design, documentation, contract administration, and project management for residential, industrial and regional developments including corresponding infrastructure works for Water Corporation and Main Roads WA.   What I enjoy about working at Cossill & Webley  The Cossill & Webley team are highly experienced and are great to work with, having built a supportive and collaborative environment. Simon Davies VIC

Simon has over 12 years of experience in the engineering industry, beginning his career in a design space and transitioning into project engineering. Simon’s responsibilities cover engineering input across the full life cycle of land development projects, from inputs into structure planning, to servicing investigations, the detailed design review process and day-to-day management of all engineering aspects in project delivery. Simon is a key interface coordinating workflows between our design specialists and project engineers  Areas of Expertise Simon’s skillset includes design and construction management, detailed drainage analysis, cost and programme control, liaison with authorities, approvals negotiations, coordination of sub-consultants, and client liaison  What I enjoy about working at Cossill & Webley  The people I have the privilege to work alongside every day. Todd Learmonth WA

Todd started with Cossill & Webley in 2014. He has been involved in boutique infill developments of 100 lots up to masterplanned communities in excess of 2000 lots, spanning the development process from feasibility and planning through to design and delivery. He has been involved with the delivery of infrastructure projects including wastewater pump stations, main sewers, major intersections and industrial developments. He has a passion for sustainable development, which has led to him being appointed to the UDIA’s Environment and Climate Action Committee in 2026.  Areas of expertise  Project delivery from due diligence and overall strategies to implementation and construction.  What I enjoy about working at Cossill & Webley  The culture, it’s great to be working in a supportive environment where everyone is willing to give freely of their time to build capacity and improve skills.

Matthew Hansen WA

Matt started with Cossill & Webley in 2018 and has experience in the design and project management of civil engineering works for urban development projects. Matt has worked on a variety of projects including masterplanned developments and accompanying infrastructure projects including wastewater pump stations and major intersections.   Matt is involved in providing engineering inputs across the lifecycle of projects from feasibility studies, developing servicing strategies, construction administration and project management.   Within the industry, Matt has been a member of the UDIA Outlook committee and is motivated to assist young professionals in progressing their careers and promoting urban development.  Areas of expertise Matt is experienced in the delivery of masterplanned developments, providing sound engineering advice on strategic project inputs, day-to-day management of project delivery and consulting with local authorities and service agencies.  What I enjoy about working at Cossill & Webley  The opportunity to work collaboratively with talented professionals who share a like-minded approach to delivering successful projects that shape our city and how we live in it.

Jey Shivakumar WA / VIC

Jey Shivakumar

Principal Electrical Engineer

Jey is the Principal Electrical Engineer and Team Lead for the Energy Transformation Services (ETS) team at C&W. He is a qualified Electrical Engineer with over 20 years’ experience in the urban development industry, specialising in power infrastructure design and project management, and is a Fellow of Engineers Australia.   As an extension of his work, he has presented at national conferences and regularly supports Western Australian universities through speaking engagements and presentations to future students on power systems and sustainability through energy.   He has led private microgrid design and documentation, and advocates for future residential and commercial developments to include studies into the integration of large-scale solar PV and battery storage systems. These solutions have the potential to reduce network augmentation costs and deliver long-term energy cost savings for end users. Jey is well placed to assist any developer in considering and implementing sustainable solutions within their projects.  Areas of expertise  Delivery of electrical networks for masterplanned communities in the urban development space. Consulting, feasibility and design in Renewable Energy Systems and innovation within utility networks and behind the meter private networks.   What I enjoy about working at Cossill & Webley  Working in a dynamic environment, with the opportunity to couple strategic thinking in the integration of sustainable elements to all projects that CW engage with. James Cappellari VIC

James is a civil engineer with over 13 years of experience across land development and infrastructure projects, with his development experience spanning Victoria and Queensland. As an accredited EnviroDevelopment professional, he brings a strong commitment to sustainable outcomes alongside technical expertise across the full project lifecycle, from early acquisition advisory through to design and construction. His experience is further complemented by international exposure as a project manager working across engineering projects throughout London. Known for his ability to navigate fast-paced, complex developments, James places strong emphasis on building lasting relationships with clients, authorities, and contractors to ensure projects are delivered on time.  James is an experienced leader, having managed multidisciplinary teams of engineers and consultants across complex, fast-paced projects. His hands-on leadership style and keen commercial understanding allow him to balance technical delivery with project economics. This combination of technical depth, commercial acumen, and team leadership positions James as a trusted advisor and key driver of project success.  James has been an active UDIA committee member since 2021 and currently sits on the UDIA (Vic) Land Lease Communities Committee. Areas of expertise   James’s areas of expertise spans across numerous areas of land development in particular Industrial Development across both greenfield and infill settings. Glenn Dixon VIC

Glenn has 35 years of experience in the master planning, design and construction of civil engineering projects across Victoria.  Glenn directs and manages successful outcomes for a variety of urban development projects across residential, industrial and commercial sectors. Glenn understands client and stakeholder needs from their perspective, having broad experience as a Project Director and Principal Engineer in both the private and public sectors. He maintains a strong desire to work closely with project stakeholders to provide practical, achievable, sustainable and affordable infrastructure solutions and high value commercial outcomes.  Areas of expertise  Glenn directs engineering services for projects across Victoria with a strong recent focus across Melbourne Metropolitan and Greater Geelong areas.  Glenn brings engineering expertise across the full project lifecycle and is responsible for reviewing and managing authority compliances and building industry endorsements.         What I enjoy about working at Cossill & Webley   I really enjoy how Cossill & Webley values and respects their people.  It is rewarding to be part of a client focussed, capable and collaborative organisation, where collective efforts matter and translate into great outcomes for our clients.

Caroline has over eight years’ experience delivering civil engineering projects within the residential land development industry. After joining Cossill & Webley’s Perth office in 2018, she relocated to Melbourne in 2022 and now manages the delivery of masterplanned community subdivision projects in Victoria. She is actively involved in industry advocacy bodies, including ALDE and UDIA, and champions creating opportunities for women within the land development industry. Areas of expertise Delivering residential subdivision projects from feasibility and planning through to design and construction, while coordinating multidisciplinary teams. Caroline has developed trusted relationships with councils, servicing authorities, clients and contractors, enabling her to navigate complex approval pathways efficiently and deliver projects on time and within budget. He specialises in construction delivery, contract administration and program management, supported by strong practical knowledge of civil construction methodologies.  Mark has delivered numerous urban development projects across Victoria Australia, and also Internationally, consistently driving program, coordinating contractors and maintaining project momentum. His proactive approach to risk identification and issue resolution ensures efficient, safe and cost‑effective delivery aligned with design and stakeholder expectations.  A key strength is Mark’s strong relationships with civil contractors, service authorities and project partners.
