East Wanneroo District Structure Plan

Cossill & Webley has played a leading role in shaping the future of East Wanneroo -one of Perth’s key focus areas for new housing supply.

Initially engaged by the Department of Planning, Lands and Heritage, we prepared the Engineering Servicing Report that set out the overarching requirements for water reticulation, sewer, power, gas, and telecommunications to support the District Structure Plan.

Our involvement has since expanded to preparing Structure Plans for multiple Precincts, guiding the transition from high-level engineering planning through to detailed design and on-the-ground delivery. This has enabled the rezoning and commencement of development across the district, such as Stockland Grevillea, unlocking vital land supply for Perth’s growing population.

Working in East Wanneroo presents a unique set of challenges including designing within fragmented landholdings, planning for future groundwater rise, negotiating with service agencies for the early provision of enabling infrastructure. We have also addressed the complexities of infill development, ensuring practical, cost-effective, and coordinated solutions can deliver sustainable outcomes.
